On March 11, The US Environmental Protection Agency (EPA) released a proposed rule to revise the Cross-State Air Pollution Rule (CSAPR). The broad changes will modify clean air requirements for some currently regulated states, as well as add five new states to the program.
In an report on the proposed new rules, Evolution Markets' Paul Tesoriero notes that while the revisions result in a 12% reduction in emissions allocations for the existing 12-state region, the regulatory process still has a long way to go.
